Encountering an issue while attempting to upgrade the from version 10.8 to 10.9. After installing ALM, I noticed that the ALM service is not running in the services list.

Please verify if the ALM services are running. If they are not, kindly start the service and check again. Additionally, confirm that the project was functioning properly on version 10.8.

As discussed, the issue has been resolved by removing the Axliccontrol table.
