Issue with Email Approval Workflow in Axpert Version 10.9

We have a three-tier workflow approval system where the client prefers approvals via email. Currently, email approvals are functioning only for the first level. Please advise on why this functionality is not extending to the other levels. We are using Axpert Version 10.9.

Following our discussion, please verify the active status of second and third level users. Additionally, update the workflow stages to include 'Review and Return' and 'Approve,' with the final stage set as 'Approve the Request.' Please make these adjustments and ensure the latest exe file is used. Kindly confirm once completed.
